No. It had windows but they were usually closed. However often the roll up door was open, but that did not really help at all.

No one left a car idling in the garage, but they had to start them to pull in or out. If they did not move really quickly to get out or shut off the car immediately upon pulling in, you would be smelling the fumes in the bedroom.

We also made the mistake of having a window in the master bedroom directly above the garage. If that window was open, the problem was worse.

Garages under living spaces have been successfully done all over the place for many decades. And is often standard in split level homes. Don't know why your example is so messed up, but it's the exception, not the rule.

One thing to keep in mind, is if you have central air you should have an air return built into the living space over the garage. The reason is that the living space above the garage is a high pressure area (at least it was in my house). So if your parents have central air, the pressure differential may have been higher and that warm air went to the other rooms.

I noticed it one day when I had a fan in the hallway. It was pointing directly into the room above the garage and if you stood inside the door you couldn't even feel the breeze blowing due to the pressure. Long story short, I had an air return put in that room and it's been perfect ever since.
