Not a knee wall. The house has 14 ft ceilings in the entry and living room with roof above. Rest of house is two story with higher roof. Though technically it’s one attic as they do connect.
Figured it out; can’t have vapor barrier on the cold side. So I just went up and ripped it out. Not going to worry about it. The roof has motorized temperature and moisture exhausts and it’s roxul which wicks water as opposed to absorbs it.
Concept might be similar though. New construction though and code enforcement was all over it. Didn’t mention sheathing on the wall where the vapor barrier was and I know they were in there. Not even really possible at this point unless it’s cut into strips.
