If that is your toilet, then what caused the red color? I think I see the remanants of one of those horrible cleaning tablets. Do not use any cleaning/bleach tablet in the tank... period. It will destroy the rubber parts. The flapper will be leaking just as you describe. The chlorine oxidizes the flapper and causes it to shrink and curl. The seal will be horrible, starting with an occasional leak, then all the time.

It doesn't take long for the chlorine to destroy the rubber on the flapper, either. I think that is the hard plastic flapper with a black rubber seal underneath. Those do not hold up well to the chlorine tablets at all. I would suggest getting a Fluid Master adjustable flapper, especially for a 1.6 gal. flush. Those really cheap and flexible Korky flappers will use almost 3 gallons per flush before they close and actually impede the flushing action of the low flush toilets.
