Call HPD if you want to know more, but I know exactly where two of them are and I would say more than likely yes.

Check with HPD if you really wanna be sure, but Broadmead (if I'm indeed thinking of the right one) is one of those classy-looking apartments just inside the loop. Last I looked at the crime maps there were just a few isolated car break-ins and the like around there. Those can happen anywhere.

Pavillion Place, not no but hell no. It is right on the edge of Gulfton, which is the one of the highest crime areas in Houston.

Oaks of Charleston, even worse. There is nothing nice around there at all. Over 10 years ago one of my friends worked there as a leasing manager. It was bad then and I don't think the area/complex has improved, if anything I would imagine it has declined.

Westgate is probably relatively okay. The general area is good. I had some experience with one of the complexes right at Winrock and San Felipe that was recently torn down. While it is next to high dollar single family, and has lots of good retail and restaurants, I would say be on your toes. A lot of the resident profile at those places is kind of sketchy. Its not horrible, but it isn't spectacular either.

The Broadmead is so-so. It is right next to Knollwood Village, which is a great residential area, and is kind of removed from "apartment row" on the other side of Main. It is inside the loop and by the Super Target and other stores. I think that one is an Alliance Residential property, and they have had trouble paying their bills, so look closely at the actual unit you get. They are cutting corners on make ready expenses and may not replace carpet that really needs it, etc. They have a tendency to put a lot of money into the "showy" things like the office, signage, models, etc but not in the actual units you live in.

my cousin used to live at westgate. the impression i got was that it was "ok" at best. she felt safer having her black lab there.
mom works near broadmead & shops at that target when she has someone with her... dunno if she's paranoid or if it's really shifty? i'll have to ask her...
there are some nice gated apartments popping up recently off 288 in/near the med centre, dunno if they're perfect safety-wise, but we had a client in one of them & they seemed extremely safe... i'll have to ask hubby exactly where they were again.

I shop at that Target all the time. Never had any problems. Never had any real problems anywhere, including where I live. Very quiet here tonight.

Your car is probably at higher risk than yourself - keep it locked, stereo detached, whatever. If you don't keep your iPhone in plain view in your car when you're not in it, nobody will be tempted to steal it.
