Going from west to east, north of Nasa Pkwy: At Space Center Blvd, it is part of Houston, then you hit Taylor lake Village (including Clear Lake Forest subdivision west of Kirby). There's a small section of Kirby just north of Taylor Lake Village that is part of Pasadena. Continuing east down Nasa Pkwy, you then hit El Lago and then Seabrook as you get to 146. I ride my bike with my kids through the El Lago/Taylor Lake Village area all the time... very nice area. It's older and established with lots of beautiful trees. Only downside, I think a good number of homes were flooded during Ike, so you need to check the elevation there.

As for south of Nasa Pkwy (small sliver along Clear Lake), I believe it is Nassau Bay until Space Center Blvd, and then it becomes Seabrook. I don't believe Taylor Lake/El Lago cross over to the south side of Nasa Pkwy.
