Apparently those under 21 are forbidden to play billiards at this establishment: AMF Woodlands Lanes

I assume this is due to some kind of law but how could that be?

Sounds like some kids were probably tearing up the tables or something, so they put in new rules. My kids play at other places, so unless it is a brand new one, it is not some kind of "law" that I know of. Heck, there are several "family pool halls" around town.

Twenty-one is the legal age for drinking. This just seems a good way, think of it as double insurance, for avoiding selling drinks illegally to minors. They first tell the cop playing undercover that they have to be 21 to play pool. They then ask for identification for any drinks ordered. The law says that a company can deny you because of a big nose just as long as they aren't discriminating against certain people with big noses because of their race, creed, or color.
No shirt, no service. No shoes, no service. We reserve the right to deny service to any individual.
That kind of thing.

No you don't. The age requirement for an establishment is at the discretion of the owners.

You can imagine with couples and groups playing pool the problems with serving those 21 and over and then having them turn around to give the alcohol to those under age.

I wish you had to be 21 to leave the house... sick of seeing teenagers all over the place.

Um... do any of you folks realize this establishment is a bowling alley? In which plenty of children/youths and families bowl? Why would playing pool THERE be any different?

It is a private establishment and they have the right to do whatever they want. Don't like it go somewhere else. I am sure they have some reasoning behind it. It is that simple.
