There are also terrain and rivers in Pittsburgh.

Pretty much. And that's also taking into account that there are some pretty sizeable areas inside the loop that are non-residential industrial areas, along the ship channel and in the Pleasantville area. My guess is that once you factor out how much of Pittsburgh is river and undeveloped hills, it's probably the same percentage of inner-loop Houston that's industrial, office space, medical (TMC covers a pretty large area), and large parks like Hermann and Memorial.

I'm always amazed every time I go back to Houston at how quickly the inner loop is bulking up. It may not be the most attractive architecture, but no doubt it's growing more dense by the day.
