Development of a particular lot is usually subject to limits on setbacks from side, front and rear lot lines as well as maximum impervious cover. Not every house can fit within those constraints, so yes there can be insurmountable restrictions preventing it.

Once you sign the contract that's pretty much a done deal. I wanted to add grass to the backyard and they had to get approval to do that..I can only imagine changing out a floor plan in its entirety.

That's pretty rough. Was this a house not in the suburbs? Not sure why it wouldn't have grass.

They sometimes hold the bigger lots for floor plans with a bigger footprint.
