HAR has 22 homes available for under $320 in Sienna Plantation. The commute to the Med Center would be much better.

Try Sugar Land. Much more similar to the area you're in than Pearland. Both commutes better than from Katy.

$300k doesn't go very far in Sugar Land, especially in newer construction as the OP has said was a requirement.

Sedona Lakes has new builders coming in (Lennar and Weston at the time) and I think they start just at or below $300k. Highland and J. Patrick may still have some lots available also in the 60' sections that might be in your price range. Construction should start soon on the 288 tollway that will go directly to the Med Center, so even though the commute now to Med Center isn't horrible, it will get better.

Oh - Pomona is breaking ground now just across from Sedona Lakes on the other side of 288. Not sure what their price ranges are, but that's going to be a large master-planned community.
