Keep in mind that I'm no Houston basher, but a major booster of Houston, but let's be honest about it.

You shouldn't read too much into things/draw false conclusions. Austin's Surf Park is an innovative concept, but it isn't as if the city had this long, storied history of getting all this cool stuff, while the other Texas cities missed out; that would have to be how it is in order for your claim to hold true. Furthermore, the context behind this design was just a man following his dreams, who just happened to be in Austin; it's the same way Ted Turner just happened to be in Atlanta when he made his media empire.
Having lots of California transplants in Austin helped make his idea successful though. Lots of those folks were missing the surf back home.

Here are some ideas for Houston.

How about a floating pool like this in Buffalo Bayou? Germany has one (Badeschiff), see below:
