If you do go to Port A, I recommend Seashell Village. The accommodations were comfortable, the staff pleasant, and they sometimes have concerts by well-known Texas musicians, right on site.
I second Jamaica beach, and even a little farther West by the water tank. You can drive into the beach and when we went a couple of weeks back the water was actually calm and had little sediment which made the water really clear (there was some seaweed though)

My recommendation for a beach vacation with little ones.

The big thing is to avoid the heat of the day. We do leisurely lunches, naps, shopping, art galleries, movies, games, read a book, etc. between 11am- 4:30pm and the beach before and after that time.

If you want a beach with no one on it, cheap rental houses right on the water, and close to Houston you might consider Sargent. Undiscovered and not much to do. One restaurant, maybe two, and a convenience store. We have rented "Beach Retreat" on VRBO twice in years past and had a great time. It is not 5 star, but its clean and affordable. The biggest downside to Sargent is they don't have beach cleaning equipment so you never know what to expect. The up side of that is fantastic shell hunting.

Yeah if I lived in Pensacola (or the Bahamas) I probably wouldn't make a special trip to the Texas Gulf Coast in summer but all in all if you are in Texas anyway it is not a bad place to be.

Make sure you have A/C wherever you are staying.
