I always thought that a tow company had to have authorization from a law agent (policeman or meter maid) in order to tow a vehicle? If a tow truck sees that a car is parked in a no parking zone, can he instantly tow the vehicle in that zone?

"on a public street"

A municipality can write their own laws regarding this practice. You can read the municipal regulations first, typically available online. For example Houston's Code of Ordinances are found here Code of Ordinances. If there is no mention then speak with your local Law Enforcement and/or Municipal Representative.

They don't need authorization from a law agent. They follow the code of Ordinances.

Cars parked in a tow-away zone or parked on property without permission may be towed at the car owner's expense. These tows are known as Private Property Tows.

What I just found out is that tow truck drivers can even break into your vehicle in order to properly tow your car...
