Reflect Space City in the architecture for one. A space themed theme park would be great. Digitize those unsightly billboards. Make those futuristic bus stops, circular chrome street signs, and lightning currently in the Galleria a city-wide thing. Encourage futuristic buildings and designs. Beautification projects. Start a big city campaign to plant a specific kind of tree everywhere that would be somewhat unique to Houston, like those purple Jacaranda trees or something or a unique palm. Houston could build the tallest observation tower in the nation and design/dedicate it to space exploration or something. The tower seems like the easiest, financing aside, way to develop some kind of cool tourist attraction.

I’ve always heard people complain about the unattractiveness of Houston, even from residents sometimes, but no one seems to be actually pushing to make it a unique, more interesting city.
