not a bad idea in my opinion....be sure to include an incentive for people to want to use them such as a coupon or a free item.

Your best bet is to ask other people in the business how they charge, by hour or by amount delivered. Someone has already spent the time and money to figure out the best way to do things so no reason to experiment yourself.

I am 99% sure you will NEVER get any business per hour

you need to go to www.lawnsite.com and pretend like you have a lawn care company and ask what people there are paying per flyer (which is the only way any of them will do business)

most on lawnsite swear by door hangers as the best way to generate business so many of them are familiar with what the cost are to have it done

Yes, per flyer makes more sense. You also need to pay your employees (if you have any) per flyer or they will kill you on your labor costs.

I wish you luck, but if your not looking at what you want the business to be doing in 5 years, your destined to fail. You need to set down and realistically look at where you want to be with it in a year, in 5 years, in 10 years. Or are you looking at something short term to get you through a rough spot?
