Try any area of town that is slowly declining and going downhill - lots of vacant strip centers etc. along a major freeway.

Go out to Kemah - nicest little amusement park I have ever been to. There is also a carnival in the parking lot of the Greenspoint mall that has been there for a few months.

Yep Kemah is the best choice. Otherwise, what texas7 said is absolutely true.

There are those traveling 'carnivals' that you see every couple of months at the Sharpstown mall or the old Auchan.

Send an email to this company asking for their schedule for this summer, they seem to be one of the major moving carnival groups in the Houston area:

Family Shows of Houston - Carnival Rides and Concessions

As a kid, I always puked at these things... unlimited rides on the gravitron/tilt-a-whirl/zipper + carnie corndogs = bad combination.

Passed by one going full swing at Almeda Mall yesterday. Looks like another is going up at I45 and Edgemont.
