Not sure why anyone would want the channel.
I don't question my wife when she asks me about the Oprah channel.
That's why I'm 63 and still alive ...

At WOW's website OWN is still shown on channel 41 in the channel lineup for Huntsville.

Comcast has OWN on channel 74. I just checked. It is still working. If someone is desperate they could watch it at a friends house that has Comcast.

For my wife it is the LMN channel. When she is watching that channel I have learned to leave her alone.

It may have already been addressed, but why are many neighborhoods around here locked into one provider? Well, I don't know if it's many, but mine is. We have WOW for internet only and it's not great, got no other option here though. We went with Dish for TV since the cable was pathetic. I want Fios back! That or we get Google to look at us.

There is no real need for that.
In Alabama you may be correct. In most of the U.S., there is a real need.

I think it's a requirement.

1. Cable companies make agreements with municipalities. They probably have exclusive contracts.
2. Even where there aren't exclusive agreements, it is still expensive to roll out service to an area and it may not be cost effective to do so What percentage of the houses would the company need to capture to break even? In my portion of my subdivision there is no cable service. Knology was supposed to provide service but apparently didn't find it worthwhile even as the sole provider.

2 is correct.

I have not heard of, and don't think it would be legal, for #1 to be true.

Unfortunately, it's not only legal but the standard in most areas. They are referred to as municipal cable franchises. The cable companies pay a fee to the local government to have access to the public right of way and (sometimes) exlusive access to a market for usually 10-12 years, at which point it can be renegotiated. The fee is up to 5% of gross receipts. This fee is generally passed on to the customers and is on your bill.

LMN (Lifetime Murder Network) is another of my wifes favorite channels.
Of course we leave our wifes alone when they watch that channel, with all the free training of how to kill your husband ...
