You're both right. You can't watch the ESPN channels through WatchESPN without a cable sub, which Dish's Sling TV counts for. I don't know if they'll allow ESPN through the ESPN app or force you through Sling TV, but for a cord cutter without Sling, you can't watch ESPN.

I have a question that I haven't seen elsewhere on this (or missed). If/When Comcast leaves the market and Charter (or whomever) takes over will the Comcast Data Cap leave with them. I live in Creekstone in Big Cove and Comcast is my only current option. If I could bail I would. I'd even take a slower speed without a data cap.

Find out about getting a business account. It's not much more and they have no data caps.
