Do I as a homeowner in HSV need to get a permit to add an electrical outlet?

I don't think you need to get a permit just install a new outlet, but of course, you have to know what you're doing, or hire somebody who does know (in that case, they'd know if you need a permit or not). You could always call the city and ask.

It is my understanding that a permit is not required for anything under $10k. When I had my detached garage built in '09, the guy priced it just under $10k just so he wouldn't have to deal with them. But this was in the county, not city of Huntsville. For insurance purposes, would be wise to get a licensed electrician to install it for you.

No you don't. I had an electrician (Mister Sparky) install one for us.

The receipt listed $137, but I had some other work done (couple of 3-way Smart Switch installs) plus there was some really minor cosmetic damage that no one will ever see, and they basically gave me a deal making the electrical outlet completely free. I had a good experience with them and would hire them again if I needed to.
