The numbers are already marred. A few whistle-blowers have said they've inflated numbers for variety of reasons. I say: Follow the money.

It's called "population growth". I knew a District Supervisor in So Cal (San Bernadino County) who intentionally helped illegals take over communities to creat population growth which in turn would raise the budget giving this Supervisor more community funding.
This was the 5th Distrct Supervisor of San Bernardino County and as far as I know, she still holds her seat.
