Yes, and not only have they figured out how to commit fraud in the hiring practices for H1Bs but they also have found a way to get around the cap for the number of H1bs allowed. They just bring them in on another visa catagory not intended for filling the gap of unqualified American engineers. Which is a crock there are plenty of Americans that will do the work for fair pay and if the pay was there we would see an increase in college enrollments in Engineering fields. Since the dot com bust enrollments in Engineering programs have declined by 60%. Kids look at the offshoring, outsourcing and visas driving down wages and say forget it. So its not only Jobs Americans supposedly wont do or dirty work in agriculture, domestic and tourism etc.... Corporations are also screwing educated professional Americans out of great paying jobs in IT, programming and all fields of Engineering. When you look at places like Finland, Germany, and Japan the reason their students do will in math and science is because they take pride in providing good jobs for the kids who do well in those subjects. The US could GAF about how our kids do in school as long as they can get the cheap labor from over seas. This crap needs to stop now ALL OF IT.
Again its not just illegals driving down wages at the low end. Politicians in contol of corporate lobbys are attacking educated professionals and especailly Engineers, programmesr sofware devlopers
What's the problem? They're not talking about utilizing illegal aliens, they're talking about how to get their target employee legally into the United States. If an immigrant wants to come here and work, and they have a corporate "sponsor" that helps them get here legally, so what? If Americans don't want to do the job, then let someone who wants to do it come here (legally of course).
