I feel your sarcasm, but you are correct because California State Gov. is about feel good rather than up holding the Immigrations Laws of this country.

So the facts of the story are: One person, who herself failed the test, stated "nobody's passing."

The actual facts would be the report of driver's licenses issued, which if people are passing will show a spike starting this month. Otherwise, unless DMV actually makes a statement, which is highly unlikely since they consider everything about the process to be totally confidential, we'll have to wait for the report. Next year.
