My answer, I think this country would be absolute chaos with a war on Mexico right now.

Not only that, but who declares war because of criminals?

Its not like the Mexican government is organizing military rock launchings on U.S. soldiers or something.
Its just some people, or criminals.

Everybody keeps saying "this is a declaration of war!"

That's like saying if I go to Canada and kick a cop in the shin, they should start launching missiles at Detroit or something.
