Five contractors at Dominion Virginia Power's Chesterfield Power Station at Dutch Gap were denied entrance to the facility yesterday morning after the utility said there were problems with their identification.
Two of the five were arrested after being turned away at the coal-fired power plant along the James River.
Chesterfield County police Capt. Kevin Smith said the arrested workers were from Guatemala and admitted to being in the United States illegally.
According to police, Berlin Romero Perez Marroguin was charged with identification fraud and possession of a fake Tennessee identification card. Victor Joel Reyes Ruiz was charged with possession of a fake permanent residence card.
In addition, U.S. Immigration and Customs Enforcement put immigration detainers on both men, Smith said.
Smith said a vehicle containing several other workers turned around and left after apparently seeing the security check.
When the contract workers started Thursday, Dominion personnel noticed some identification cards -- driver's licenses, passports, etc. -- that "didn't look like they were valid to us," Genest said.
