The Dominican Republic has a nasty history of allowing massive numbers of Haitians to infiltrate across their common land border, where they're more-or-less 'tolerated' as low-paid, 'abusable' labor in the state-run sugar industry. In the case of cane cutters, these people are generally housed in 'bateys', barracks-like housing devoid of any amenities..even bedding.

Periodic 'flare-ups' with racial overtones occur, sending the impoverished Haitians fleeing back across the border once more, only to return when things calm down.

It's well known that money changes hands here...that Dominican 'Big Shots' pay Haitian "Big Shots' to rond up and deliver 'bodies'. It's a brutal business, involving huge numbers of people, and as far as I know it occurs to this day.

The Dominicans, (who in America would be regarded as 'Black Hispanics') look with derision on the Haitians, who THEY regard as 'REALLY Black'....and thus, exploitable.

Illegal immigration is a nasty business..wherever it occurs.
