https://www.irfanview.com/

It's SO easy. Open photo > Image > resize

With a few more clicks you can batch resize an entire folder of photos in seconds.

I remember mailing a $10 US bill to Austria so I could register my copy. I'm not sure PayPal existed back then, or perhaps the author did not have an account.

I actually reached out to Irfan many years ago.
(Yes, for those unfamiliar, the program is called Irfanview because the guy who wrote it is named... Irfan Skiljan).
I told him, not expecting a reply, "Why do you give this away for free? It's so good I would gladly pay you for it!" He replied:
"I just got tired of companies charging 100's of dollars for software and decided I wan't going to! I do charge companies though". Yes, as you said: $10.
I actually have sent him $100 a few years ago to buy copies for my office. And sent him a note then. Which he also replied to.
For those of you not familiar with Irfanview, I will go over the differences between the paid version and the free version:
  • There are none. There isn't a PRO / PAID version. Just one version. Businesses are supposed to pay for it but even that is on the honor system.

Pretty much the very first thing I install anytime I get a new PC.
STILL to this day, puts Microsoft's "Photos" program to shame.
