The closed-end-fund CEE has some Russian stocks remaining but has marked them down to zero. Apparently they sold larger amounts of Russian stocks when they could and now mostly hold Polish stocks.
Well, an ADR is a company in a foreign country that buys the stock but then accounts the stock to another company in another country. So there is foreign country regulation to consider but also international sanctions to consider. Simply for the foreign stock market to resume trading might not re-value the ADR's.
