If you can take Chicago out of the equation, it would be Illinois. No state connected to Iowa any other direction is very similar to it. You can take parts of several states that identify with Iowa such as southern Minnesota, eastern Nebraska, and southeastern South Dakota. Iowa is fairly unique in that the terrain is pretty uniform with it's rolling hills and farm fields stretching over most of the state. NW Iowa's land flattens out somewhat while the very far east is extremely hilly due to the proximity to the Mississippi River. Everything in between is pretty uniform.

Kind of a tough question if it is in the context of all things considered.
If so, I think a place to start would be to look at other purple/swing states.

It's more the other way around.
Much of Nebraska (especially politically) is like the western 1/3rd of Iowa (give or take), but the eastern portions of the state are more reminiscent of Illinois.
