Never knew this about Jacksonville area, but now that I read it I have seen several articles about this subject. Is it in the St. Johns/ St. Augustine area??

The mills shut down a couple decades ago. I, along with the majority of people, don't think there's any smell anymore. A small minority I know of still do. I don't know who's right.

If it is a functioning mill the amount you will smell depends on the way of the wind.
If it is not functioning there should be no smell dependent upon the amount of time since shut down.

Lived in Northern St Johns since 1999. Never smelled them

As far as I know the closest currently operating paper mill to Jacksonville is located in Fernandina, FL. Which is in Nassau county just north of Duval county/Jacksonville. I don't really remember any paper mills being anywhere in St Johns county, but if there were any it was more than 50 years ago. I'm old and I remember the paper mills that used to be operating in Jacksonville and they were both nasty smelling, but even worse than the paper mills was a plant that had to do with the production of paints and thinners. I can't remember the name of it but Union Camp comes to mind, it was located just east of I-95 near. the Trout River if I remember correctly. That paint factory smelled worse than any 5 paper mills together.

There is a huge mill in Palatka. I am not sure how far the odor carries.
There is a mill in Jacksonville- it is 100% recycled and located by the Zoo. It rarely smells except maybe when it rains- then it just smells like wet paper and the smell does not carry far at all.
There are two huge mills in FB that 'smell'.
