Here it's HR, as the hiring manager I select the person and pay amount to offer, then HR will make the offer subject to reference checking. When it comes back with good results I contact the person to agree on a start date. HR will let me know if any problems, including references not calling back. I have never had negative reference feedback, but once had to move on because the references never called back after repeated attempts and HR giving the candidate a deadline to try and get the references to call.
HR does the background check, which consists of employment verification and criminal background. I call previous managers, coworkers, colleagues and such.
Background checks, employment verification, education verification, etc., are conducted by our contract investigative company overseen by our Admin Dept.

Yep this is common. References are usually called upon by someone closer to the actual supervisor. Since thing are pretty litigious these days there is some nuance in getting a useful reference. You have to listen to the verbal body language.
Pro tip. Don’t forget to brief your references on what you want emphasized during those calls.
It depends on the type of job. If you are a medical person they will speak with your immediate supervisor and talk about you and your skills. In addition, they will ask for several colleague references and my experience is that they check either by voice or email all of them.
It is so stupid to even call references. Who in their right mind would put down someone who wouldn't say good things about them? Just do the stupid background check, drug test, and be done with it. Jeez.

That's how I feel. I think they want to see who you can list as a reference though. If you have good people to vouch for you.

As long as you have people to put down, that's fine. They can email them or call them to see if they really exist. In my experience, companies are satisfied with talking to just one of the three references that I give them.
