As i already said there is no proper head covering for a man in Halacha/Jewish law so long as man does not go pass [i]Daled amot - four cubits or more Gilu' Rosh ( head uncover). Then he can wear any form of head covering also when in times of prayer. So Kufi's as far as jewish law is concerned are fine to wear.

I was actually waiting for someone to type this as there is nothing in the Torah that directly states a male, who is not a priest, must cover their head. It's a Talmudic interpretation in order to do so.

This link states it's a Law.
Some Laws of Covering the Head - Mitzvahs & Traditions

So is it a Law or actually a Custom/Tradition that has been carried down through the years to become a rule made by some halachic authority?

That's a Talmud response and not Torah response.
