You're in DC right? I mean DC gets to levy a much higher income tax than KC does, because its not overlapping with another state jurisdiction. And its a much, much smaller geographical area. Its kinda apples to oranges.

Well, all the counties around DC and Baltimore have earnings tax of 2-4% so that helps offset the low sales taxes. This is a high tax area, I won't deny that. But it does seem like tax collection is more fairly dispersed among residents and businesses.
