Yes, I know the hours are limited. It is fairly typical of bus systems in cities of that size. Some cities do have Saturday service, but Sunday service is RARE in a small city.

I have learned to accept that. You have to give and take if you prefer a smaller city. I have learned to calculate some taxi fares into my budget. How can I really complain. I have no car insurance payments, no car payments, and no gas payments. Kingsport is far cheaper to rent an apartment than many other places.

I try to look at things positively.

I'm not sure about housing around the Kingsport Target, but to me it seems like an awful choice. It's far-flung way out on 11W, miles from the city center. Bristol's is pretty far out too.

Johnson City's is located in the slightly denser midtown area that has restaurants, grocery stores, the mall, Target, etc. all linked with sidewalks and pedestrian cross lights. Honestly none of them are ideal, or even close to where I'd want to live without personal transportation, but saying that the Kingsport and Bristol stores are walkable is stretching it a little.

I'm by no means a KPT groupie, but I think it does work if the OP could find housing close enough to walk to Target. This housing does exist. The albeit limited KPT city buses could be used for trips into town. It's even more doable if you're comfortable bumming rides from friends for any social outings that are not covered by public transport.

I still think KPT and JC are worth a lookie-see; both have potential. Bristol is a "no way in heck".

Far Flung!? lol....it's right in the area where 90% of the shopping and places to eat in Kingsport are. Downtown is a close drive as well (although not walkable). Yes there are two apartment complexes I can think of very close to the Pavilion and I'm sure there are more.

I don't live in northeast TN but would love to do so

I envy you for having the opportunity to relocate there!

If it were me, I would pick johnson city.... can you look into renting a house? what about using a taxi to get to/from work?

You could always try renting a place in Elizabethton

What about hiring a personal driver ? <g>

I don't make enough to take taxis all the time, and certainly not enough to have a personal driver.

Elizabethton may be nice, but I really need to live closer to my job.

I have nothing against renting a house, but apartments are generally cheaper, and again, I don't make that much or need a lot of room.
