When they think they're going to get a flood, does the county send anyone down into the drainage tunnels to warn/chase out the homeless that live down there?

No. Not practical. And in general you get the weird responsibility of the various government entities. No one in the County or Cities for instance is responsible for the flood channels...that is separate State agency...which has no staff capable of dealing with dwellers in drainage tunnels. And the County is not going to volunteer as they could acquire liability.

Mostly though the rising water convinces the dwellers to evacuate...

Does it rise slowly enough that they can get out I time? Alternatively, do they find bodies washing into the water treatment plant after big rains?
