No, not if the requirements for maintaining US permanent residence status haven't been met. Any absence from the US of over a year has to be specially applied for prior to leaving the country. Your friend's US permanent resident alien status expired many, many years ago. For clarification go to the USCIS website linked in the first "sticky" on this forum and you'll find a link to what's required of GC holders.

As my friend was minor (14yrs)when he came to india,his father died and the card was kept by his mother,he dont know he was having the card,recently he found the card.

Makes no difference. He can keep it as a memento or throw it away as it's worth nothing as far as his US immigration status is concerned and can't be renewed.

Wife had her green card renewed about a year ago and the total process took about 6 months. The renewal fee is now in the 500.00 range.

What was explained to us was that even though green cards now have expiry dates on them the status doesn't really expire so long as one keeps the residency status and other conditions. The process of renewing isn't a seeking approval/permission type deal as much as it is making sure your info is current, and any new implemented features/requirements are rolled out to all resident aliens on a more regular basis.

Was also told that it was only filing some paperwork and trip to ICE office to update biographic data and pic. No interview. Of course this could have changed in the last several years.

It hasn't! It's frustrating that so many people seem to think that not renewing the GC changes the status. It never has, has nothing to do with it.

Status does not expire but try to work in the US, get a drivers license, enter the country, ....
