This is from the PA Department of Health;

The Clean Indoor Air Act, Act 27 of 2008, was signed into law on June 13, 2008. The legislation prohibits smoking in a public place or a workplace and lists examples of what is considered a public place. The bill allows for some exceptions, including a private residence (except those licensed as a child care facility), a private social function where the site involved is under the control of the sponsor (except where the site is owned, leased, or operated by a state or local government agency) and a wholesale or retail tobacco shop. It also imposes penalties for those establishments in noncompliance, as well as those individuals smoking in prohibited areas.

This should stop your co worker from "" blowing Smoke "" concerning this subject.
I never would have thought there was a ban in Pa, because every where you go in NEPA you smell that disgusting cigarette smoke. I doubt it gets enforced in many less developed areas of Pa. Lehigh Valley gets points for protecting non-smokers from that filth, because I didn't smell it in the air where ever I walked when I visited, like I do here.

Or maybe bars still allow smoking in Pa? Not sure about that.

Yes, the casinos having smoking and no-smoking areas, but there isn't any separation and the smell/smoke is pretty indistinguishable from one to the other.
If a bar's food sales are twenty percent or less of overall sales, they can apply for an exemption. Private clubs may also allow smoking.
