The point is that London doesn't really have any areas that can be called blighted; there are areas that are poor, ugly, and undesirable, but none that are derelict or dangerous overall, and none that have the generation-after-generation hopelessness that I would think of as blightedness. There are streets and estates that might qualify, but not whole districts like those in your list.

On the other hand, if you want to say that an area is blighted by by an ugly edifice, in spite of being otherwise attractive, you'd have to say that the whole city is bli blighted. Here's the the Marylebone flyover:

Theres Barking on the right and oh yes theres Dagenham with Barking on the east side of London.
Or are you going to tell me this is not a map of London.
