If her downspouts discharges close to the house, that could be posing a problem as well. Have you tried adding a length of downspout to the end to discharge the water further from the house?
yes she has that. This problem has been ongoing for almost 25 years. Though it has gotten somewhat better over the hyears/
Grading would be a big thing to check out. Also like I said check any openings above/around the area. Water travels down (duh) so even though a hole is higher up, gravity does what it does best.
