That annoys me to no end. I just don't get it. Why do people need to wear dark clothes while they walk their dogs at night in the street? With the leash the dog is directly in the middle of the street! Even better is when people do it during the day, take their time to get out of the way of my oncoming (and driving below the speed limit) car, and then give me a look like I'm some kind of scumbag.
As to getting rid of your sidewalk, I think you would need a permit from the Town - Town Code Section 181-5 says: "No sidewalk, curb or gutter shall be constructed or repaired or work thereon commenced" before you get a permit. I think demolition of the sidewalk in front of your house would qualify as 'work thereon'.
Where have you seen houses with no sidewalks in front?
LOL - I feel the EXACT same way about dog owners and walking them around in the middle of the night... in the middle of the street! The sidewalks are there for a reason people, please start using them, and please do NOT start taking them away!

Just do a google satellite search and you'll see.
On two-way street, if there's no sidewalk, I always followed rule and always walk toward oncoming traffic b/c drivers will know there's people walking, but if people walking as same direction as traffic, distracted drivers cannot see them.
