You can't send a letter along with your Not Guilty plea - you are supposed to show up in court on a certain date already assigned on the original ticket (around 30 days from violation) for a Not Guilty plea instead. He kind of skipped over that and then got the 2nd letter, which he then replied to with the letter. Then he waited 6 months for a response. Isn't that risking a suspended license because you didn't show up on the date you were supposed to in the first place?
Here you'd show up to court for not-guilty where they then try to plea you down - you are not allowed to present a case or defend yourself (they are not the judge and you don't get to see one). If you wanted to stand your ground rather than plea guilty to a lesser offense, you'd then have to go back on yet another date for a trial (their way of discouraging defendants). At no point in between do they allow you to send a letter as far as I know...
