He didn't allow it to dry, my girlfriend was home when he got there and she asked if it was dry he said no it's a little wet and painted over everything, that was when he told her this apt has flooded more than once and this is all they have done in the past. Staining is already showing through not even 5 hours later in the bedroom. I also just noticed buckling in the floor outside the bathroom.

You need to see a rental agreement or whatever the corporation has as far as liability.
The flooring may not be covered. Speak with the management company or whoever is in charge. Not the super or the maintenance guy, you need to go right to the top to determine where you stand.
