I bought a used truck (not new) and transferred my plates from my old truck. Filled out all the required paperwork and wrote out a check to the "Commissioner of Motor Vehicles", signed it, dated it but left the amount blank. Also included signed titled, proof of insurance and photo copy of my drivers license. Put everything in a large manila envelope with my name, phone number and email address on it.
I went to a UPS store before dropping it off and photo copied everything (especially the title, both sides in color)
Dropped everything off at the DMV on Route 112 in Medford.
I got my registration, window sticker and receipt of total amount written on my blank check about a week later.
It was actually easier than waiting at DMV pre-covid.
