"Open Permit" means they never satisfied requirements for the certificate of completion to be issued. In this case that probably means they never had the field inspection done or there was some minor issue such as a piece of missing documentation, the fence present didn't match the plans submitted, or the permit expired and they need to pay an additional fee. It shouldn't be too much of an issue based on what is given here. It should be within new zoning regulations (unless you live in certain Levittown areas that have stricter fence regulations). Chances are they just never renewed the variance in 2014 and it's just a matter of them verifying in the system that the permit is now a permanent grant.

You should have no problem with that fence, it’s not hindering anyone’s driveway sight. My neighbor is a corner property who HAD fence directly against sidewalk. Very busy corner with no stop sign. We are almost t boned daily backing in and out of driveway. She eventually got a variance for it, and she had to move it back 2 feet (not the 4) from property line. Did nothing in terms of visibility. When an accident does happen, it will be on TOH shoulders.
