He was soliciting a man. Undercover/DL men have long used public parks for sex hookups (google The Ramble at Central Park gay cruising). Especially older closeted gay men who had to find sexual partners without the benefit of the internet. The article mentions that this is a popular cruising spot, so yeah you wouldn't book a sex worker at a hotel room.
