People have already told you what to do. Fix it yourself, then put up cameras to catch someone if it happens again. Hopefully your neighbor will come up with the money (but I wouldn't believe the tenants blaming it on the owner). Check their vehicles for damage and take photos.

You need to assess whether the posts were damaged (loosened, cracked, etc.). If they're OK, just replace the panel and be done with it. If they aren't, get an estimate for the cost to replace and reset damaged post(s) plus install a new panel. You could take the homeowner to small claims court and not only sue for the cost of the work + materials, but the filing fees, too.

Homeowner's insurance should only be used for serious things. Your future rates will increase when you ask it to cover stuff like this.
