I've just moved here and need to buy some gifts for clients; I've decided on succulent arrangements but haven't the slightest idea where to go. Ideally, I'd like to find some mid size, unique arrangements for $30~ each. Best place to go? (I should add I'm in Hollywood, but don't mind a bit of a drive if the product is worthy.)

You can check with your closest florist, nursery, or even home improvement store (Lowe's, OSH, Home Depot) heck even some Target stores have outdoor sections. I'd call around first to make sure they have what you had in mind.

I'm hoping to find something a little more specific than what Home Depot or Target might offer.

The Los Angeles Flower District in Downtown might be your best move. It's huge and should have the lowest prices. I'm not sure if someone there can make the arrangements but this is where all the florists buy their supplies, including vases, tape, etc. Downside is that you have to go there very early, it's primarily cash only and you'll have to pay for parking.

There are two large warehouse (requires admission) which house many vendors and there are also numerous independent storefront shops all around. The websites claim that this is the largest flower district in the U.S.

Here are a couple links:

Los Angeles Flower District

Here is the associated tenant list to give you an idea of the number of vendors there: Los Angeles Flower District - Tenant List

I think this is for the other warehouse: The Original LA Flower Market

This history page is pretty interesting reading: History of the Los Angeles Flower District

I don't know what sort of succulent selection they would have. Otherwise, as mentioned by DontH8Me, a nursery might be a good source.
