This has been the case for at least 2 decades. It's actually just over 9% in Seattle and parts of New Mexico. Where are you from?

But there's no income tax in Texas and it doesn't cost $300 to register a car every year.

true, but the property taxes in any major texas city are 3% of assessed value and the heating bills throughout summer are thru the roof.

The property tax evens out though. You can pay 3% on $200k in Texas or 1% on $600k in California, unless you move inland and pay as much for cooling as in Texas.

Wait, you came from a state with 8.25% sales tax and you're hyperventilating because it's 9% in California? A difference of 0.75%?!
