We are arriving from Seattle on the evening of May 14th and departing from downtown Union Station the next day. The rental cars from the airport are exhorbitant to drop of at Union Station. Any advice?

This. 7 bucks each way in a coach bus with luggage storage underneath that drops you off right at your terminal.

Remind me again why we NEED rail transit to LAX?

At a minimum, LAX needs light rail (or a people mover) within the airport. The gridlock is horrible on the airport roadways. Ideally all of the shuttles could pick up or drop off passengers at a train station that is outside of the terminal area, and this would greatly reduce the congestion. This is what they did at JFK when their Airtrain was introduced 10+ years ago, and it made a huge difference for the better. I understand that it is probably not practical to run one of the metro lines all of the way into the airport. Like the shuttle passengers, the metro passengers could transfer to the airport train at a remote station.

FYI, make sure you get on the FlyAway bus going to Union Station. There are several destinations the FlyAway buses go to. We had some friends visiting from out of town a couple of years ago who's flight got in about an hour before we got off from work. We asked them to grab the FlyAway and we'd pick them up from Union Station right when we got out of work. They just got on the first FlyAway that showed up and ended up in Van Nuys.
