Know people who live in the darkly shaded area of Tujunga on that map (specifically, on Apperson). It is not a bad area at all. In fact I'd prefer it to the westside.

As far as I know Tujunga has no bad areas.

Tujunga definitely has an aged look as you drive down Foothill, so while it is not the most aesthetically pleasing place in the world, there are some nicer areas in the hills. And while its appearance doesn't look great and it's not exactly a bastion of culture, the violent crime rate is actually pretty low and it's relatively quiet and has clean air.

Based on your description of your brother, he would probably fit in there. There are also a ton of auto shops in that area, so a decent chance he could find a job in that general area. Tell him to brush up on his Spanish and it would probably help to even learn a few words of Armenian. Also, it is less expensive than some other nearby areas like La Crescenta and Glendale, so this would be a great opportunity for him to build his savings and work toward greater financial independence.
