They project that in-directly those 36 people having money will help to employ hundreds more.

Millions of dollars of tax-payer money will directly employ 36 people in this project. Unless you have some other source, that you are not disclosing here.

All reports I have read and heard say 26 jobs too. I am pro business but the math sure seems off here.

It all depends on their business plan and how hard people work.....I assume FAME pored over the business plan (they better have!).

BDN update:
So far, Cate Street, through one subsidiary [called "Great Northern Paper Co. LLC"],
received $10 million in federal New Market Tax Program credits,
$40 million in state new market credits,
and then through another subsidiary [called "Thermogen Industries"]
another $40 million in state funds,
and $27 million new market credits,
and a $25 million bond from the Finance Authority of Maine

It's an estimated 416 jobs, most of which are transportation bringing raw materials to the plant and associated mechanical jobs. The ripple effect will bring other support jobs.

I can understand the skepticism. The Millinocket area has been snookered several times. A drowning man will grasp at just about anything. For some background, just Google some of these terms with the word, Millinocket:

Which is theoretical. This is what happens whenever the government gets involved. Lots of big claims and little or no results. Does everyone remember the stimulus bill??????????? $250,000 per job. It isn't complicated.

They are talking about bulk shipments to Europe. Will the pellets be strong enough to reach Europe without crumbling? The fuel feed mechanisms in boilers don't handle powder well. Will it be true bulk as coal is shipped or containerized?
