Brook Haven used to be a decent well run complex (15 years ago), but have heard of things kind of slipping there. This is not something I can confirm through 1st hand knowledge or anything, just talk.
And yes, Crystal Village is in a much nicer part of town.

In addition to Attleboro I would also check the surrounding towns of North Attleborough, Mansfield, Norton and Plainville for apartments. Overall those places are nicer than Attleboro.
